If we use casts to correct a clubfoot, why is surgery needed?

Clubfeet are often treated with serial casting - that means a cast is put on to help reposition the foot, but as the child is growing rapidly, the casting gets changed regularly to accommodate both the growth and the movement of the foot. While this works frequently, there are times when it doesn't work or when surgery is needed just to do the final little bit that the casting couldn't or didn't do.
